Mapping Government’s Financial Capacity to End Poverty: The Case of Provinces in Indonesia
Sigit Triandaru, Dicky Perwira Ompusunggu, Rangga Handika
Abstract: This study offers a measure for the financial capacity of a government in overcoming poverty by transferring money to the poor to bring their income to the poverty line. The method is developed from the poverty gap, an already widely used indicator for measuring the depth of poverty in a region. The poverty gap is compared to relevant components of government budget to indicate the financial capacity of the government in providing the minimum cost to end poverty. This measure can better reflect the financial capacity of a government since utilizing the budget to end poverty does not need to change the tax rate through a lengthy political process. A series of new bills on fiscal decentralization and greater regional government autonomy in managing budget since 1999 in Indonesia raise a question on its impact on poverty after more than a decade of implementation. The results show that 16 out of 34 provinces have the financial capacity to end poverty. These 16 provinces are mostly in western regions of the country. Although the island of Java is the center of the economic activities in Indonesia, Jakarta has been found to be the only province in this island categorized as capable of ending poverty. This measure can be useful for the central government in targeting regions which need more financial support in alleviating poverty

Abstract: Fish recognition has significant importance in the field of biodiversity and study of aquaculture. Conventional classification and recognition methods of underwater fish species poses a great difficulty due to noises in the background, image distortion, other water bodies present in images, occlusion and quality of the image. This paper proposes the idea of using a Convolutional Neural Network to classify and recognize fishes captured in underwater images. Two deep CNN models were proposed and trained with images from the ground truth dataset consisting of 24971 fish images belonging to 5 fish species which were collected from a video. The preprocessed images of the fish were used to adjust the trained deep neural network in order to analyze the classification performance. The experimental results demonstrated that the system performed with high accuracy, reaching 98.12% and the proposed method is able to recognize fish species effectively.

Tendering Process Improvement with Prototype Designs Implementation
Murat Gunduz, Anoar Al-Ruwaili
Abstract: Construction industry suffers a lot due to hurdles like over-budgeting, variation orders, un-necessary claims causing delays in the project time line. This not only affects the image and budget, but also influences stakeholders’ satisfaction. It is observed that this usually happens due to non-availability of sufficient design details at the tendering stage and ultimately blame goes to ambiguous and unclear scope. It also necessitates contractor to quote high bidding rates at the tendering process stage to cover the risks and expenses of unclear undetailed design scope. This problem is compounded further, if the repetition of the same design happens at different locations, which cause a lot of wastes, delays, unnecessary expenses and high budgeting. In this paper, this challenge is addressed in a novel way by applying and implementing the concepts of value engineering based ‘prototype design model’ as a case study. In this work, the application of value engineering is demonstrated on prototype design model with desired functionality backed by predefined policies, which results in significant savings. Such a prototype design model after incorporating all the concerns of stakeholders can serve as ‘base line reference’ if applied right at the tendering stage. The application and implementation of prototype design model at the tendering process stage demonstrates a significant reduction. 40.7% reduction in overall budgeted cost, 34% reduction in resources consumption and a saving of 39% of the project time are reported. Project management professionals would benefit from this unique application in this paper.

Meng Sophorn, Marisa Handajani
Abstract: A study of chemical oxygen demand (COD) removal and CH4 production using tofu wastewater treatment was carried out in series of 3 upflow anaerobic fixed-bed reactors (UAF) that had previously operated but on a break for 3 months. The objective of this study was to observe the stability of the existing multi-stage up-flow anaerobic fixed-bed reactors using the unneutralized tofu wastewater. Tofu wastewater as influent was in unneutralized condition; however, pH of the system was still in the range of 6.5-8.1. The performance of the system implemented at the hydraulic retention time of 8 days shows that total chemical oxygen demand (TCOD) and soluble chemical oxygen demand (SCOD) removal efficiencies were 95% and 96% respectively. The UAF produced biogas at 2.5 L/day (43% CH4), 6.5 L/day (63% CH4), and 1.5 L/day (60% CH4) in R1, R2, and R3 respectively. Based on VFAs concentration, hydrolysis and acidogenesis mostly occurred in R1 while biogas production suggests that methanogenesis was dominant in R2.

Indrawati, Sulaiman Khalik
Abstract: Enterprise Resource Planning (ERP) System is an integrated set of programs, providing support for core organizational activities such as manufacturing and logistics, finance and accounting, sales and marketing, and human resources. ERP systems help different parts of the organization share data and knowledge, reduce costs, and improve business process management. This thesis aims to analyze how the end user acceptance of ERP is implemented by ABC Company. The study of literature, interviews with related users, also conducted survey to the respondents as an integral part in the preparation of this thesis. The Unified Theory of Acceptance and Use of Technology (UTAUT) model from Venkatesh, V., Morris, M.G., Davis, G.B. and Davis, F.D. with modifications made as a model in this study [1]. In the UTAUT model there are three variables that directly influence Behavioral Intention, namely Performance Expectancy, Effort Expectancy, and Social Influence, and there are two factors that directly influence Use Behavior, namely Behavioral Intention and Facilitating Conditions. In the UTAUT model there are also four moderator variables that have a significant influence, namely Experience, Voluntariness of Use, Gender, and Age. However, in this study, the construct of behavioral intention and use behavior were replaced by construct symbolic adoption because it was considered more suitable for measuring end-user acceptance in an ERP system. Three constructs: shared belief, training, and project communication describe the construct of facilitating condition. The moderate variable voluntariness of use that is in the UTAUT model were excluded from this research model because end users were mandatory. While the moderate variable experience was excluded from this research model because the research at one time (cross section) not longitudinal, adding a new moderate variable namely working unit in the research. The results of this study found factors that influence the success of ERP implementation in ABC Company. The analysis technique used to interpret and analyze data in the research is the Partial Least Square (PLS) technique - Structural Equation Model (SEM). Based on data processing, it was found that project communication (PC), performance expectancy (PE), training (TR), and social influence (SI) showed a high influence on end-user acceptance in using ERP systems. Based on data analysis, it is concluded that the model can be accepted with the proof of the Project Communication (PC), performance expectancy (PE), training (TR), and social influence (SI) variables having a positive effect on symbolic adoption (SA). This research resulted in factors that influence the success of ERP implementation in ABC Company. Company has to improve effective communication to employees (end-users) regarding the ongoing ERP system implementation by using various communication media owned by the company. Especially regarding the benefits of what will be gained from the ERP system (SAP S/4 Hana) related to performance which increases when the system is used. Abstract: An interesting phenomenon in Indonesia to date [1] is “the coexistence of an urban area in the city and kampung (urban village) adjacent to it is but a face of the other” such as a Kampung being right next to a college campus. The social-economic activities of college students blend into the Kampung which mostly consist of economic activity such as fulfilling their daily needs (foods, shelters etc.) result in the reproduction of a new social interaction space based on the buying-and-selling activity in the Kampung. A Change in building functions also occur from housing to a mixused (housing and business) and produces the appearance of “open façade” (“pedestrian-friendly façade”). This study was to reveal and provides an understanding about the open facades in reproduction of new social interaction space in Kampung around Campus which have a “Public Visual View Space”. By using qualitative research method, a dominating relationship between “function and economy” in production of “Public Visual View Space” (PVVS) on the appearance of “open façade” in Kampung public area around Campus was found.

Abstract: Adsorption of zink in wastewater onto mesoporous silica materials functionalized with 3-chloropropyl (trimethoxy) silane (CPTMS) was observed. Mesoporous silica has been synthesized using alkaline methods from corn cobs waste. Herein, the mesoporous silica was used as an adsorbent to remove the heavy metal from industrial wastewater. For comparison the silica has been activated using 3-chloropropyl (trimethoxy) silane (CPTMS) as a functionalization agent. The composition and morphology of silica have been characterized by means of elemental analysis, BET, scanning electron microscopy, FTIR and AAS. Surface area of the mesoporous silica were characterized using BET specific surface area, FTIR was used to indicate the organic group of both mesoporous silica. The adsorption capability of silica has determined by AAS. The surface area of activated silica (CCA/SiO2 + CPTMS) was found to be lower than CCA/SiO2, 360.5m2/g in comparison to 301.8m2/g. However, the results indicated that initial adsorption rate onto activated silica was rapid and faster than mesoporous silica due to the modification of silica generates O-Si-Cl bridge which makes better adsorption than virgin mesoporous silica with only Si-O bond.

Abstract In the era of fiscal decentralization, the regional government carries out various efforts to increase regional revenues, especially regional taxes. However, inequality still occurs in regional development has an impact on the performance of local tax revenues. There are have been few studies on fiscal convergence in Indonesia. The purpose of this study was to determine and analyze the sigma convergence and beta convergence of provincial tax revenues in Indonesia. This study used panel data of 33 provinces in Indonesia with the period 2010-2017. The analysis method used sigma convergence and beta convergence. Variables used include tax revenue and per capita GRDP. The result of the study show that there is the existence sigma convergence of tax revenue. Both absolute and conditional convergence on tax revenue have not existed. GDP per capita has an insignificant effect on tax revenue. These result imply that during the era of fiscal decentralization, there was an imbalance in tax revenues between provinces in Indonesia.

Do Spanish and Portuguese SMEs Innovation Capacity Influence their Public Financial Support?
Solomon Gyamfi, Jan Stejskal, Viktor Prokop, Petr Hajek
Abstract: Public sector support for innovation has received enormous scrutiny. SMEs receive a great deal of support from the European Union mainly due to their huge economic importance (about 99% of the enterprise in EU are all SMEs). In Portugal and Spain like the whole of Europe, SMEs play major role in the whole economy. An increasing worry however has been the financial constraint these SMEs face despite their major contribution to economic growth, radical innovation propensity and offering employment opportunities for people. As a result of this, the research seeks to access the kind of public sector support innovative SMEs Portugal and Spain attract for their innovative activities. To be able to access this, logistics regression model was used employing data from the community innovative survey from 2012 – 2014. Our empirical results indicate that SMEs’ innovative capacities helps to attract public financial support from the government and EU funds.

Does firms’ competitions spur innovations? Exploratory evidence from SMEs and large firms in a transition economy
Samuel Amponsah Odei, Jan Stejskal, Viktor Prokop, Petr Hajek
Abstract: It is widely acknowledged that firms’ competitions significantly stimulate their innovations. In this paper we investigate this assertion by examining the causal relationship between firms’ competitions and its influences on product innovations. To fulfil this aim, we used data from the Eurostat community innovations Survey conducted between 2012 and 2014 and the logistic regression model. Our results show that SMEs product innovations were significantly influenced by their competitions in both domestic and foreign markets as well as competitors from within the market environment. Contrary, we find that for large firms, competing in both national and local markets and competitions from market rivals do not drive product innovations.

Louis Denis Kevin Catherine, Darulihshan Bin Abdul Hamid
ABSTRACT: This paper evaluates a newly developed adjustable nozzle system to deliver cutting fluid accurately to the cutting zone in milling operation. The cooling system makes use of two nozzles that can be positioned at any location around the cutting zone that is unique compared to other designs that are limited in their range of positioning angle. The nozzles were connected to a mixing compartment that was able to deliver a fine mist of vegetable-oil-based cutting fluid. As the new system is operating on gravity feed basis to deliver the cutting, a decrease of 80% in the consumption of cutting fluid compared to the flood condition was noted. The aim of this paper is to evaluate the effectiveness of this new adjustable cooling system against dry and flood condition in the milling operation of on pure titanium grade 2 (CP Ti grade-2). The quality of the surface roughness of untreated pure titanium grade 2 was investigated. Apart from the low consumption in cutting fluid, it was also found that by applying a new adjustable nozzle system to the milling operation, lower surface roughness was achieved. The depth of cut was found to be the most significant milling parameters followed by spindle speed and feed rate.

Kee Joo Kim, Tae-Kook Kim
Abstract: Lightweight automobiles and development of alternative materials such as aluminum alloys are one of the major issues around the world. In order to achieve lightweight automobiles, studies are being actively conducted on lighter and stronger suspension links without sacrificing safety of automobile parts. Therefore, in this study, structural analysis of camber links made of aluminum A356 alloy was performed using FE-analysis. This was done to replace the commercially available camber link with aluminum A356 alloy made of steel (SM45C). Especially, the simulated maximum von-Mises stresses after strength analysis were normalized as a fatigue limit and these were converted to the weight factors of the same type as the fatigue safety factor suggested and named like that in present study. From these, it was proved that the fatigue properties of the torque strut could be simply predicted only from this static FE-analysis.

Abstract: Biodiesel conversion has been produced in many types of method and resources. Currently, waste products are easily to recycle in many ways including fuel production in order to get better environment due to gaseous emissions. The waste product also can be converted into biodiesel fuel using natural and waste product like waste cooking oil. Waste cooking oil biodiesel has been esterified using methanol with sulfuric acid catalyst to diminish their free fatty acid level and then produced by transesterification method with alkaline catalyst. In this research, the waste product of mussel shell was recycled to be a catalyst to esterify the waste cooking oil into biodiesel fuel. The paper focuses on the determination of molar ratio of transesterification process for both types of homogeneous and heterogeneous catalysts by using KOH and mussel shell CaO as a catalyst. Both types of catalyst used were produced maximum biodiesel yield with molar ratio of 9:1. Mussel shell CaO power has higher potential to be used as catalyst even though it slightly produced lower biodiesel yield in 2% compared to homogeneous catalyst. Mussel sheel CaO catalyst can be recommended as catalyst due to environmental friendly products towards green environment and free pollution into the world.
